CPS-Certified Cat Carriers: What the Star Rating Actually Tests
Almost nothing in this category is independently crash tested. Here is what the few certified carriers were tested against, and what failed before them.

"Crash tested" printed on a carrier box is not a regulated claim. No US agency defines the term for pet products, sets a pass mark, or checks that a manufacturer's own bench test resembles a real collision. The Center for Pet Safety, an independent non-profit, is the one organization that publishes actual crash-test data on carriers, under a named protocol, with the test weight and result stated in public. As of this writing, three cat carriers currently carry that certification under its newest standard, and a fourth carries an older one from a study that found most of the category failing outright.
This is a rundown of exactly what each of those certifications means, because a star rating and a test weight are the only parts of the claim that are actually checkable.
What the current standard requires
Center for Pet Safety's active protocol is designated CPS-001-016.02. A carrier submitted for testing is loaded with a weighted test simulant at a stated weight, run through the test, and scored on containment and structural integrity: does the simulant stay inside the carrier, does the carrier stay connected to the vehicle seat, does the structure hold its shape rather than fracturing or releasing. The result is published as a star rating from one to five, alongside the test weight and the date tested. A product that cannot show those three figures has not published a real result, whatever the packaging says.

The Sleepypod Atom is the compact, airline-style option, tested in August 2024 against a 12lb simulant and rated five stars, the top score on the scale. The Sleepypod Air is the larger, expandable format built for a bigger cat or the under-seat compromise on a flight, tested in January 2025 against an 18lb simulant and rated four stars. Note the direction of that gap: a heavier test weight and a lower star score on the same brand's larger carrier is exactly the kind of trade a spec sheet alone would not tell you, and it is why the number matters more than the word "certified."
The PawsInCar Expandable Pet Carrier is the budget entry, also tested to CPS-001-016.02 and also rated five stars at a 12lb test weight. Center for Pet Safety's page for this product does not publish a test date the way the two Sleepypod pages do, so it goes in the table with the same standard and rating but that one figure missing.
The one that predates the standard
The Sleepypod Mobile Pet Bed carries a different kind of certification, from Center for Pet Safety's original 2015 carrier crashworthiness study rather than the current CPS-001-016.02 protocol. The distinction is not academic. In that study's first two runs, the Mobile's top Velcro connection released on impact, a fail. The manufacturer developed a separate part, the PPRS Handilock, specifically to fix that failure mode, and the Mobile paired with the Handilock then passed in a later run with a 15lb test simulant fully contained. Center for Pet Safety's own report on the study recommends using the Handilock with the Mobile. The base Mobile Pet Bed alone, without the add-on, is not the configuration that was tested and passed.
The other carrier named a Top Performer in that same 2015 study was the PetEgo Jet Set Forma Frame with its ISOFIX-Latch connection, which also fully contained a 15lb simulant. Neither of these results is directly comparable to a current five-star or four-star rating under CPS-001-016.02, because the test protocol itself has changed since 2015. A 2015 "Top Performer" designation and a current star rating are two different scales.
What the 2015 study found in the rest of the category
The reason any of this is worth tracking is what the same 2015 study found everywhere else. Several widely sold carriers were tested and failed outright. The PetMate Vari-Kennel, a plastic carrier tested at 15lb, fractured on impact and the test simulant became a projectile. The Kurgo Wander Carrier, also at 15lb, had its connection point release entirely. The Pet Tube with Beds, tested in the 75lb weight class, had its connection points fail immediately. The Snoozer Roll Around, at 20lb, launched the test simulant when the stitching failed around the front mesh panel. A fifth product, the PetMate Compass with PetBuckle Restraint at 45lb, produced a mixed result: the restraint hardware itself held, but that same connection contributed to the carrier fracturing, which Center for Pet Safety flagged as an increased risk of injury rather than a pass.
None of those five have since appeared on a current CPS-001-016.02 certification page. That does not prove they still fail today's protocol, only that none has published a current result, which for a safety claim amounts to the same thing from a buyer's side.
Reading a rating against your own cat
A test weight is not a maximum capacity. The Atom and the PawsInCar Expandable were both tested against a 12lb simulant, and the Air against 18lb. A cat that weighs more than the test weight is not automatically excluded from safe use, and a cat that weighs less is not automatically safer in it, because the test measures how the carrier's structure behaves under a specific mass and impact, not a linear scaling of the result. What the test weight does tell you honestly is the largest figure Center for Pet Safety has actually verified for that product. Beyond it, you are trusting the manufacturer's separate capacity claim rather than a published test result, and the two numbers are worth checking against each other rather than assuming they match.
What a certification does not decide
A crash rating says nothing about whether a cat will get into the carrier voluntarily, which is a training problem rather than a hardware one, and carrier training a cat that hates the carrier is the actual fix for that. It also covers only one of four categories Center for Pet Safety tests: the fuller picture across harnesses, crates and pet travel seats is worth reading before deciding how much a car-safety rating should weigh in your decision at all. Does a five-star CPS rating mean the carrier can't fail in a real crash?
No. It means the carrier passed Center for Pet Safety's specific test, at the test weight and configuration that organization used, under the same style of conditions used to evaluate child car seats. A published rating is the closest thing this category has to independent evidence, but it describes a controlled test, not a guarantee about every possible collision.
Is the Sleepypod Mobile Pet Bed still worth buying for crash protection?
The version that passed testing is the Mobile plus the separately sold PPRS Handilock, not the base bed alone, and the result comes from a 2015 study rather than the current CPS-001-016.02 protocol the Atom and Air were tested to. It is a real result on real hardware, but it is an older result on a different scale, and buying the Handilock with it is part of matching the tested configuration.
If a carrier isn't on a current CPS certification list, does that mean it's unsafe?
It means untested, which is not the same claim as unsafe. Almost nothing in this category has gone through independent crash testing at all, and a handful of once-popular carriers were tested in 2015 and failed outright. Absence from the list is the normal state for this category, not a red flag by itself.
Does CPS certification also mean a carrier is airline approved?
No, those are separate claims measuring separate things. Airline approval is about cabin size limits set by each airline, which change by aircraft and route. CPS certification is about structural performance in a vehicle collision. A carrier can carry both claims, but one does not imply the other, and it is worth confirming size limits with your specific airline regardless of a crash rating.
